.

.

.

.- 4' .,
, .'t1.t.

BASALT PROJECT

HATER SUPPLY

Surface runoff and ground water draining from pro, iect lands and
adjacent areas as a result of project irrigatioll in the Cattle Creek
area would appear principally in established. drainage channels and be
available for project reuse downstream. 'l'his return flot, was estimated
to approximate 30 percent of the diversions made and was distributed on
an assumed monthly pattern. It was estimated that 1}0 percent of the
return flow would be available for reuse within a month following the
irrigation application, 30 percent during the second month, 20 percent
the third month, and 10 percent during the fourth month.

Hater Rights

Water rig~ts on project streams are of record in the office of the
Colorado State Engineer and in the office of the Division Engineer,
Division 5, Glenwood Springs, Colo. Rights have been established for
more water then is normally available in the streams so that the junior
rights receive little or no water except in the high runoff season. In
project studies it was not considered necessary to bypass water from
project streams for downstream rights on Roaring Fork or Colorado River
as these rights were considered to be satisfied by water from other
sources inclUding water made available under the provisions of Senate
Document 80, 75th Congress, 1937.

A conditional water right for the Basalt project with a priority
date of July 29, 1957, has been decreed to the Colorado River Fater Con-
servation District pursuant to an application filed by the district.
The right covers the following quantities of water.

Ruedi Reservoir
Fryingpan River (conservation)
Fryingpan River (fiSh flOW)
Cattle Creek
Coulter Creek
Sopris Creek

140,697.3 acre-feet
400 second-feet
50 second-feet
170 second-feet
170 second-feet
30 second-feet

This right was acquired for a project plan formulated by the Con-
servation District that differs in some respects from the plan of this
report. The amounts of water covered by the right would be adequate
for the report plan, however.

The water exchanges required for full project operation are permit-
ted by COlorado law and, with anticipated cooperation of present and
potential water users, could be agreed upon.

2d
