Sufficient data has not been acquired <br />to determine with any degree of confidence whether these alternatives would <br />work. It is uncertain what may happen as the area becomes inundated by a <br />naturally forming brine reservoir. The reservoir could create static head over <br />the emerging salt causing the brine to surface outside the control area. <br />Recognizing the limited data available and the uncertainty in adequately <br />controlling the salt loading problem of the area with the by-pass channel, <br />no attempt has been made to array benefit-cost ratios. The following <br />narratives are provided which describe the plans as arrayed. <br /> <br />,: Comrtructioh . of.. a flood.chaimeland.dike. combination tb by-pass the Dolores <br /> <br /> <br />River's normal flows and maj~r floods around an evaporation pond which would <br /> <br /> <br />be formed in Paradox Valley is involved. An upper cutoff wall and dam would <br /> <br /> <br />be constructed where the Dolores River enters Paradox Valley and would force <br /> <br /> <br />any groundwater recharge and subsurface flows from the Dolores River into an <br /> <br /> <br />earth lined flood channel. A cutoff wall and dam would be located where the <br /> <br /> <br />Dolores Rive~ leaves Paradox Valley. This lower cutoff wall would contain <br /> <br /> <br />emerging salt brine and ground water flows for evaporation in Paradox Valley <br /> <br /> <br />and the dam would create the Paradox Evaporation Pond. (See Alternative <br /> <br /> <br />Plap #4 Map) . <br /> <br />Flows from West Paradox Creek would be diverted into a flood by-pass channel. <br />Flows from ,East Paradox would be stored and evaporated in.the Paradox Evap- <br />oration Bond. <br /> <br />The flood by-pass channel, 26,400 feet in length, would be designed to pass <br />a maximum design flood of 70,000 cfs. The flood would be separated from the <br />Paradox Evaporation Pond by raising the right bank of the flood channel to a <br />height of 52.0 feet above bottom grade of the flood channel. The left bank <br />would be raised 22 feet; high enough to contain a 25-year flood of 15,200 cfs. <br />For flows larger than 15,200 cfs, the flood water would be permitted to over <br />top the left bank.
