<br />0139-S <br /> <br />management concept will be adopted throughout Western for all engineering and construction <br />projects. Each region will have at least one full-time project manager position established. <br /> <br />The engineering test laboratory will eventually be eliminated and work performed by the lab will <br />either be phased out or handled in other ways. The staged fault testing vehicle will be sold. <br /> <br />Three FIE will be used to support regional maintenance activities such as mEW issue <br />coordination, maintenance manual publications, maintenance databases and relay and <br />'communications work groups. Craft Training Center administration will move to the Training <br />office, <br /> <br />Building design work will be done through A&E firms. The Civil Engineering office will have <br />expertise to provide limited support for building design with major work done by A&E <br />contractors. Pre-engineered buildings will be used with site modifications, where possible. <br /> <br />Transmission and resource planning will be handled by the regions, but two positions will be <br />retained in the Technical Support Office to stay abreast of technical developments and provide <br />transmission planning studies capability to the regions, as suggested in employee comments. <br />Electromagnetic transient analysis program expertise will also be provided by this office. <br />Adoption of this suggestion reduced Desert Southwest and Sierra Nevada FIE by one each. <br /> <br />The Design Division will consist of the following offices: <br />Manager-provides leadership and guidance to the agency engineering design programs <br />including system control and protection, electrical, civil and technical engineering and <br />maintenance support functions. <br /> <br />Fmal staffing level: 2 FIE <br /> <br />System Control and Protection--Equipment recommendations, relay and control system <br />design, relay settings and relay communication design. <br /> <br />Final staffing level: 17 FIE <br /> <br />Electrical Engineering- Substation and transmission line electrical design and govemment- <br />furnished equipment purchasing. Processes will be improved and streamlined in the GFE <br />program. Facility data sheets, facility development reports and design data practices will be <br />streamlined and simplified. <br /> <br />Final staffing level: 13 FIE <br /> <br />Civil Engineering- Substation and transmission line civil/structural design and <br />geology/surveying, building design assistance and A&E oversight. <br /> <br />Final staffing levels: 14 FIE <br /> <br />Technical Support-CAE, computer support, cost estimating, specification coordination, <br />communications, building liaison, simulator, transmission planning studies and maintenance <br /> <br />18 <br />
