<br />01397 <br /> <br />Chief Program Office <br /> <br />Chief Program Officer <br />The CPO provides leadership and direction for the agency's offices of construction, design, <br />safety and security, environment, aviation, lands, and power marketing support at the cso. <br /> <br />Final staffing level: 5 FIE <br /> <br />Construction <br />Three construction offices, with duty locations in Phoenix, Huron and Loveland, report to the <br />CPO. Each perfonns Western's construction management function, including contract ' <br />modification and claims, safety, surveying and contractor oversight. The CSO has no <br />construction presence. Construction offices are accountable to the regional offices which are their <br />customers. The agency construction program, including determining priorities, projects, budget, <br />schedules, how the work will be performed and who will perform the work will be determined <br />collaboratively by the Maintenance, Design and Construction Council. Western construction and <br />safety staff will continue to provide oversight of construction contractor safety as part of the <br />overa\1 quality assurance effort, Construction procurement specialists will be placed in the local <br />regional procurement office. In response to employee comments about work levels, one contract <br />support position was added to each construction office. ' <br /> <br />FInal staffing level: <br />Western Construction Office (phoenix)-13 FIE, 1 contractor <br />Central Construction Office (Loveland)-13 FIE, 1 contractor <br />Eastern Construction Office (Huron)-14 FIE, 1 contractor <br /> <br />Safety aDd Security <br />The Safety and Security Office provides leadership and guidance for the agency's safety and <br />security program. This includes collaborative development of safety and security policy and <br />interpretation of safety and security related regulations, including construction contractor safety. <br /> <br />Final staffing level: 6 FIE <br /> <br />Power Marketing Support <br />This office provides support to the regions in power marketing, energy services and rate and <br />repayment studies. Staff in this office also provide support, including facilitating CSR <br />collaboration, for Westernwide issues and projects for these functions. The major changes include <br />additional authority, respoDSlbility and accountability resulting from the decentralization of power <br />marketing, contracts and rates functions out of the CSO to the regions. Collaboration.for policy <br />development and quality control will now be regional responsibilities. In addition, authority and <br />collaboration responsibility for future transmission and system planning activities will be delegated <br />solely to the regions, along with additional staffing resources. In coJlaboration with power <br />marketing staff: activities and coordination for regional transmission groups and FERC rule- <br />making technical issues will also Dll into the regions' Resource and Planning groups. <br /> <br />Day-to-day operation of all c;ontracts, rates and energy services programs resides at the regions in <br /> <br />16 <br />
