<br />01393 <br /> <br />Chief Administrative Office <br /> <br />Chief Administrative Officer <br />The Chief Administrative Officer manages the functions within the office, and provides leadership <br />in fostering quality and making the transition to a collaborative culture. <br /> <br />Comments identified inadequate secretarial/clerical support in this office. In response, the final <br />"Will Be" was changed to add another secretarial position, to be used to support workload as <br />needed throughout the CAO. Other secretarial and clerical needs throughout'the CAO should be <br />met through process improvements or contractor support within the allotted staff. <br /> <br />Final staffing level: 3 FTE <br /> <br />Training <br />This group will be the focal point for development of Western's training philosophy and managing <br />all training activities. It includes the Craft Training Center, Electric Power Training Center and <br />video studio support. <br /> <br />Employee comments noted confusion regarding whether IRM training would be folded into the <br />responsibilities of the training group. IRM training will be managed within this office. Given this <br />responsibility, comment was received that the training group was inadequately staffed to plan and <br />lead a responsive training plan, particularly in the areas of quality and culture change. The <br />business case in support of this comment is valid: The staffing for the new training office has been <br />increased by one Fl'E, <br /> <br />Due to the diverse nature of the various training functions that are brought together, the manager <br />of this function will have discretion in determining how to staff this office. <br /> <br />Final staffing level: 14 Fl'E, 1 contractor <br /> <br />Human Resources <br />The Human ResourCes group supports CSO personnel needs and provides leadership in <br />maintaining and enhancing Western's proactive human resources programs. <br /> <br />The proposed transfer of Western's employee suggestion program to the CFO was questioned in <br />employee comments. This responsibility is better aligned with HR.' s function than that of the <br />CFO. The employee suggestion program, position management and workload analysis functions <br />will be located in HR. <br /> <br />A good business case was presented in favor of increased staffing for the CSO HR function. One <br />additional Fl'E has been added to support Western's proactive HR efforts. Process improvements <br />and workload prioritization are expected to allow workload to be accomplished within the :final <br />staffing level. Due to workload related to Transformation, HR staffing will not be reduced until <br />implementation is near completion. <br /> <br />FInal staffing level: 11 FIE, 2 contractor <br /> <br />9 <br />
