.

,~)

.\

As I stated b~forB. dyowin6'S caso ~ill be presented by Mr.

eorthell, anu Mr. Corthell will follow DC and go into the matter

much mor,; fully than I have.

BY NUl.. CORT'ri"SLL:

I understand that the sole purpose of this Commis~ion, if

I am wrong the Commission will correct,~mc, is to make an 8gree-

ment fur submission to Congress and the several state lObislaturcs

concerning tho waters of the Colorado River basin, its conser-

vation, its distribution, its use and its ultimate oonsumption,

and I understand thet the Commission is net here fer th~ purpose

of considering anything else, nor of laying down a r~lci which

will be binding or effective upon other ~uestions of this kind

which z11ay arise, oaoh of which has its own pc:culier conditions

and which vary from each other more o~ lass owiL1g to those con-

ditions. The disposition of this problem has brou&ht together

reprosentatives of all of the states concerned in this river
.

basin, and they are the states which ar~ concerned in the waters

of the Colo=ado becauae tile waters of that ~tream wash their

boundaries or flow through their territories, - in other words,

because they are riparian to that str"am. It is inconCeill'Qble

that the State of Nebraska, the State of ;:ansas, or the state of
Texas, or the State of Oreeon or Washington could have any pos-
sible interest in this question, which would be oth~r or diff~r-
ent from those of citizens of other parts of the country.
