Using the stream for <br />power purposes is a secondary purpose to consider as it is . <br />subordinatE! in overy waj' to the finel beneficial consumptive <br />use for irrigation. 1~at is the one vital neoessity of all <br />classes of our population, - that this water 009.11 be put to <br />beneficial, efficient use for agricultural ~urposcs. and the <br />power purposes must bo made subservient to that. So that in <br />considering this ~u~stion, we taxe it that the GOG~ission will <br />have in mind that €reat use which results in the consumption <br />of the water, - th~ final distribution of it for purposes of <br />ir~'ig,'Jtion. <br />Those purposes of stora!',6 can be accomplished, I understand, <br />at manj' different points within the Colorado basin. Th~re are <br />lar5c reservoir sites in Colorado. 1~ere are a number of very <br />18rge reservoir sit es in Utah, and tha @,raatest on e ot all, I <br />believe, is still further down. We Jave in this state on the <br />headwaters of thtJ Gr"en River in the southwesterll part of the <br />state numerous reservoir sites \mich could be utilized at 8 <br />
