<br />This past public involvement was used a; part of the current scoping <br />process for idertifying the significant issues to ~e addressed. Notices <br />were placed in t.he Federal Register and the local newspapers announcing the <br />review and inviting agencies, organizations and individuals to identify <br />additional issu"s. One additional issue (#6 below) was added to the study <br />as a result of public corrunent on the Draft Environmental Impact Statement. <br />The significant issues that have been identified are: <br /> <br />1. What would be the effects on wilderness capability of the Oh-Be-Joyful <br />Wilderness Study Area if the area is designated, or is not designated, <br />wilderness: <br /> <br />2, What would be the effects on minerals development (including leasable <br />minerals) if the Study Area is, or is not, designated wilderness? <br /> <br />3. What would be the effects on water quality, water yield increase <br />potential, and water storage development potential of either desig- <br />nation or non-designation of Oh-Be-Joyful as wilderness? <br /> <br />4. What would be the effects of designation or non-designation as wilder- <br />ness on the kinds and amounts of recreation use in the Study J'.,rea? <br /> <br />5, What would be the off-site effects on local communities if the Study <br />Area is, or is not, designated wilderness? <br /> <br />6. loJhat would be the effects on thE recreation opportunities and resources <br />of the Ragqeds Wilderness if thE Oh-Be-Joyful Study Area is designated, <br />or not desJgnated, as wilderness? <br /> <br />In addition to the public issues, Forest Service management concerns in- <br />clude: <br /> <br />1. What would be the effects on wildlife, livestock operations, timber <br />resources, threatened a.nd endangered species of plants and anim.lls, <br />visual resources, and cultural resources if the Study Area is, or is <br />not, designated as wilderness? <br /> <br />2. What would te the effects on air quality if the Study Area is, Clr is <br />not, designated wilderness? <br /> <br />These issues and (oncerns are addressed using the wilderness suitability <br />cliteria which art made up of the components of capability, availability <br />aId need. (lne eval.uates the character- <br />istics of wi derness included in the WJlderness Act of 1964.
