Wilderness designation for Oh-Be-Joyful would decrease its capatity to provide semi-primitive non-motorized recre- ational opportunities - opportunities which are in short supply in the vicinity. Wilderness designation is not needed to improve the repre- sentation of landforms and ecosystems in the National Wilderness Preservation System. No vegetative or wildlife species have been identified in the area that require a wilderness environment for survival. As an addition to the Raggeds Wilderness, the Oh-Be-Joyful Wilderness Study Area, would =nhance the wilderness character and primitive recreation opportt nities of the Raggeds Wilderness. The Study Area provides easy acc! 5S into a significant primitive setting, adds to diversity of prim: tive recreation opportunities and increases dispersal possibilities. 11 also adds diversity to the supplemental attributes of ecological, ge( logical and historical values to the Raggeds. However, addition of the Study Area wou~d have little effect on natural integri ty, apparent naturalness,. opportunity for soli tude and manageabil i ty of i.he Raggeds Wilderness. There is no evidence that wilderness designiltion of the Study Area is essential to the integrity or manageability (If the Raggeds Wilderness. It is concluded tllat the Oh-Be-Joyful Wilderness Study Area is un- suitable for wildE:rness designation using the need criteria.
