Because of the volume <br />of written comment and hearing records, only representative <br />examples are printed, with specific Forest Service responses, in <br />this Final Environmental Statement (Attachments #4 and #6 to <br />Appendix F). A series of general comment summaries and associated <br />general Forest Service responses was developed as a part of the <br />public comment analysis (Attachment #5 to Appendix F). A complete <br />list of respondents is included as Attachment #3 to Appendix F. <br /> <br />As a result of the public response analysis and further evaluation <br />of available information, an additional public issue (see Section IDS <br />below) was added to the study. That issue is addressed in Section IVB3, <br />In addition, three additional alternatives were considered in <br />detail (Section rre, Alternatives #3, 4 and 5). The envirc,nrnental <br />consequences of these new alternatives have been added to ~;ection IV, <br />and summarized in Table II-I. <br /> <br />A summary of this Final Environmental Statement and accompanying <br />Record of Decision will be sent to those who h.lve expressed <br />interest in the study. <br /> <br />5, ISSUES AND MANAGEMENT CONCERNS <br /> <br />The plililic issues identified and to be analyzec in the environ- <br />menta] impact statement are: <br /> <br />- What would be the effects on wilderness capabL'ity of the Oh-Be- <br />Joyful Wilderness Study Area if the area was de signated, or not <br />designated, wilderness? <br /> <br />- What would be the effects on minerals developmt'nt (including <br />leaseable minerals), if the Oh-Be-J~yful Wildelness Study Area <br />is, or is not, designated as wilderness? <br /> <br />- What w)uld be the effects on water quality, water yield increase <br />potential, and water storage development potential of either <br />designltion or non-designation of Oh-Be-Joyful as wilderness? <br /> <br />- Wha t w, )uld be the effects of designation or non-designa tion as <br />wilder. less on the kinds and amounts of recreation use in the Oh- <br />Be-Joy:ul Wilderness Study Area? <br /> <br />- What w()uld be the off-site effects on local communities if the <br />Oh-Be-, 'oyful Wilderness Study Area is, or is not, designated as <br />wilderJLess? <br /> <br />- What w,mld be the effects on the recreational opportunities and <br />resour'es of the Raggeds Wilderness if the Oh-Be-Joyful Study <br />Area is designated, or not designated, as wilderness.
