Realty actions could occur on <br />these lands as long as they did not interfere with <br />claim operations. <br /> <br />Excluded Uses <br /> <br />The following uses would not be allowed on other mineral <br />priority areas: <br /> <br />Recrealion. Developed recreation sites would <br />not be established in areas to be surface mined. <br /> <br />Federal Mineral Concern Areas <br /> <br />BLM has a number of concerns regarding important, <br />unique, or fragile resources on split-estate lands V/here surface <br />disturbing activities may result because of leasing and <br />developing federal minerals. These areas are called federal <br />mineral concern areas (FMCAs). The activity planning <br />process will analyze environmental impacts of cumulative <br />land use for all public lands, including FMCAs, Based on <br />this analysis and the significance of the environmental <br />impacts (both from and to oil and gas development), <br />mitigative measures may be developed, This process is not <br />an attempt to dictate to a private surface owner how to <br />manage private surface. Any designation in either this <br />document or the activity plan would not dictate pre- or <br />post-mineral development land uses or any other uses <br />unrelated to federal mineral development. <br /> <br />These important, unique, or fragile resources can be <br />protected with certainty only with the concurrence and <br />cooperation of the private surface owner. Therefore, during <br />consideration of leasing and development of federal minerals <br />on these lands, efforts will be made to identify environmental <br />concerns and solicit the input of private surface owners <br />regarding management of federal mineral development <br />activity on their surface; private surface owners are <br />encouraged to become involved in the activity planning <br />process, BLM's actions will be consistent with the wishes <br />of the surface owner. to the extent possible, but impacts <br />to adjacent federal lands or resources, threatened or <br />endangered species, or other resource values protected by <br />nondiscretionary statues will be mitigated to an acceptable <br />level, as approved by the authorized officer, <br /> <br />Wildlife FMCAs <br />Compatible Uses <br />Uses that could occur in wildlife FMCAs are: <br /> <br />Coal, Wildlife FMCAs would remain open to <br />leasing of federal coal resources for underground <br />mining within the coal planning area, Special <br />stipulations could be added to new federal leases <br />to protect or mitigate impacts to wildlife habitat, <br />along with standard lease stipulations, <br /> <br />Oil and Gas, Wildlife FMCAs would remain <br />open to oil and gas leasing and development. <br />Special stipulations could be placed on develop- <br />ment of federally owned oil and gas resources <br />within new lease areas to protect wildlife habitat, <br />along with standard lease stipulations, BLM's <br />intent is to work with the private landowner to <br />develop those special stipulations that are mutually <br />acceptable <br /> <br />Other Minerals, Wildlife FMCAs would remain <br />open to mineral exploration and development, <br />Land would remain open to leasing other federal <br />leasable minerals and federal mineral material <br />sales, provided adverse impacts could be mitigated <br />to an acceptable level. <br /> <br />Other Uses <br /> <br />All surface uses unrelated to federal mineral development <br />would be determined by the surface owner. In the case <br />of mixed mineral ownership, development of any non federal <br />minerals would be determined by the owner of those <br />minerals. <br /> <br />Excluded Uses <br /> <br />The following use would be excluded from wildlife <br />FMCAs: <br /> <br />CoaL Lands would not be leased for develop- <br />ment involving surface mining of federally owned <br />coal. <br /> <br />Soil and Waler Resource FMCAs <br /> <br />Compatible Uses <br /> <br />Development of federal minerals would be allowed <br />provided that significant increases in sediment yield and <br />salt loading or decreases in soil productivity and <br />contamination of both surface and subsurface water were <br />prevented or mitigated to an acceptable level. Special <br />performance objectives may be applied in some areas that <br />meet critical soil criteria (see Management Actions, Soil <br />and Water Resources [Issues 2-5 and 2-6]), <br /> <br />Other Uses <br /> <br />All surface uses unrelated to federal mineral development <br />would be determined by the surface owner. In the case <br />of mixed mineral ownership, development of any non federal <br />minerals would be determined by the owner of those <br />minerals. <br /> <br />1-21 <br />
