Colorado 81625 <br /> <br />Ilear Reader: <br /> <br />" <br /> <br />Enclosed for your review is the Proposed Resource Management Plan (Proposed Plan) and Final <br />Environmental Impact Statement (EIS) for the little Snake Resource Area. The Proposed Plan and <br />Final EIS is a refinement of the Preferred Alternative contained in the Draft EIS, consisting of <br />public comment analysis and rewording and correcting for clarification. The Proposed Plan <br />emphasizes not only the protection of fragile and unique resources but also the proouction and <br />development of renewable and nonrenewable resources on public land administered ~ the Bureau of <br />land Management (BlM), i.e., surface lands and subsurface federal mineral estate; management <br />does not app,ly to other uses, unrelated to public land. <br /> <br />This Proposed Plan and Finar EIS contains a suirmary of proposed management actions considere'd <br />for each alternative in the Draft Resource Management Plan (RMP) and EIS and a summary of <br />impacts by alternative. In aadition, parts of Chapter 5, a record of public comment on the <br />Draft RMP and EIS and the BlM's responses to those comments, and changes to the Draft RMP ana <br />EIS resulting frOllI public review and comment are also contained in this aocument. The changes <br />identified in the public review process did not require major revision of the Draft EIS. <br />Therefore, the Draft ~P and EIS, which was distributed to the public in early February 1986, <br />'and this document together constitute the complete Final EIS. A limited number of copies of the <br />Draft EIS are available at the above address. <br /> <br />With the exception of the recommendations for West Cold Spring, Diamond Breaks, Cross flauntain, <br />Ant Hills, Chew Winter Camp, Peterson Draw, and Vale of Tears wilderness study areas (WSAs), the <br />Proposed Plan miIY be protested (the final wilderness recommendations for all WSAs except Tepee <br />Draw will be made by the BlM through the Secretary of the Interior to the President and on to <br />Congress for legislation that woula fonnally designate them as wilderness or release them for <br />uses other than wil derness). Protests shoul d be sent to the Di rector (760), BlM, Premier <br />Building. Room 906, 1725 I Street, N.W., Washington, D.C. 20240, within 30 days of the date of <br />publication of the Notice of Availabili~ by the U.S. Environmental Protection Agency in the <br />Federal Register. Protests shoula include the following, infonnatio"-: , ' <br /> <br />- The name, mailing address, telephone number, and interest of the person filing the protest; <br />- A statement of the issue or issues being protested; <br />- A statement of the part or parts being protested; <br />- A copy of all aocuments, addressing the issue or issues that were submitted during the <br />planning process :hy the protesting party or an indication of the aate the issue or issues <br />were discussed for public records; and " <br />- A short concise statement explaining why the proposed decision is wrong. <br /> <br />'After the 3D-day protest period and Governor's Consistency Review" the BlM ColoradO State <br />Director will approve the plan, excluding a~ portion under protest. A record of decision, <br />outlining the Resource Management Plan for the little Snake Resource Area, will then be <br />published.
