A statement outlining existing and anticipated water related problems in the basin. (We might want to prepare this as a "discussion paper" and circulate it as soon as possible.) 2.) A catalog of the water development options considered as part of the study. In this section each of the options will be assessed according to the following measures: a. the "goals" b. the probable cost of the option c. environmental considerations d. technical feasibility e. benefits f. potential role in basin management ~ ) _~ ~.t" lJ\>,\ 3.) The report should also include a separate section on a basin management scheme (s). This section should describe the major basin management options vis-:,a-vis' 'existing and anticipated water development conflicts. o The study will be organized in a way that will encourage public involvement. To promote communications between the contractor and the public a group of respected citizens will be named to a panel. The, panel will act as liaison between the contractor and the public primarily by exchanging information between the two. The panel will also assure that all well developed water options, which are presented to the panel and thereby the contractor, receive due consideration by the contractor.
