F. Friedkin of the <br />United states Section of the International Boundary and Water COll)lllission <br />reported to you on behalf of Ambassador Herbert Brownell, regarding the <br />agreement for a permanent and definitive solution to the Colorado River <br />salinity prOblem with Mexico. A lot has happened since then. It is the <br />purpose of my talk to try to bring you up to date. <br /> <br />As you recall, the agreement with Mexico, called Minute 242 of the <br />International Boundary and Water COll)lllission, contained among others the <br />following points: <br /> <br />:~ <br /> <br />1. The United States agreed to adopt measures between January 1 <br />and July 1, 1974 to assure that the Colorado River water <br />delivered to Mexico upstream of Morelos Dam would have an <br />annual average salinity of no more than 115 ppm * 30 ppm <br />over the annual average salinity of Colorado River waters <br />which arrive at Imperial Dam. Implementation of these <br />measures was made subject to the authorization of funds <br />by Congress. <br /> <br />
