Brol-mell, you said a little earlier <br />that this program would benefit ;the United States. <br />Could you spell out what benefits we will get from it? <br /> <br />AHBASSADOR BROWHELL: Well, there, are some <br />inunediate';tangible benefits and same more intangible, <br />but, nevertheless, to my mind, extremely important, to <br />start ,lith the latter. This demonstrates, I think very <br />well, that the United states policy of endeavorinq to <br />settle disputes with its Latin American neighbors On a <br />friendly basis and not resort to courts, or to other <br />methods of settling the disputes, this is a milestone <br />in the history of our relationships with the Latin <br />American count~ies and is a_ve~J impo~tant, friendly <br />and amicable ssttlement of a dispute that has been very <br />irritating and would perhaps be more so as.time went one <br />So I think that alone is a positive benefit to the United <br />States to d~~onstrate that. <br /> <br />Then so far as the immediate and more tangible <br />benefits are concerned, this will make it possible for the <br />western States to proceed with their program to develop <br />their natural resouroes without having'this cloud hanging <br />over them, which it has been for some time as to just how <br />much water would be neoessarJ to be diverted to ~exico <br />and what quality it would be. So this frees up the baSin <br />States, as we call them, the seven basi~ States, to go <br />ahead more rapidly with their planning and the implemen- <br />tation of their planning for development of the West. <br />It also will give much better water to the farmers in the' <br />Coache1la Valley and the desalting plant itself is of <br />some considerable significance. <br /> <br />As you know, it has been talked about for <br />many, many years as to who ~s going to build a big <br />desalting plant, This will be the largest of its kind <br />and I think will serVE as a d8monstratidn p~oject not <br />only for this country' in the exclusion ot some of its <br />water problems but I think it will be a leading demon- <br />stration allover the world of tne efficacy of purifying <br />water this way and showing that it can be done for the <br />beneH t of agriculture. <br /> <br />J'10RE <br /> <br />
