<br />~ <br /> <br />~ <br /> <br />Proposals to introduce a nonnative fish species identified in Table 2 <br />will also thoroughly address each of the elements of case-by-case <br />proposals described in Part II, B, of these Procedures. <br /> <br />Ill. INTRODUCTION OF NONNATIVE AQUATIC SPECIES NEW TO THE UPPER BASIN. <br /> <br />The Service and the States recognize that introducing new species into <br />an ecosystem can produce unanticipated impacts to native species. <br />Because of the potential impacts of new introductions, few proposals to <br />introduce new species or hybrids into the Upper Basin are anticipated. <br />In the event that such a proposal is submitted, it would need to be <br />ecologically justified and evaluated with respect to impacts to <br />threatened or endangered species and recovery efforts for these species. <br />The justification and evaluation will be consistent with Section 5, <br />elements a-g, of the American Fisheries Society Position Statement on <br />the Introduction of Aquatic Species, as described above. Proposals to <br />introduce new nonnative fish species into the Upper Basin will also <br />thoroughly address each of the elements of case-by-case proposals <br />described in Part II, B, of these Procedures. <br /> <br />IV. LOCATIONS AND SITUATIONS WHERE STOCKING WOULD BE UNACCEPTABLE. <br /> <br />There shall be no stocking of nonsalmonid, nonnative species in riverine <br />habitat that is occupied by the endangered Colorado River fishes. <br />Figure 1 displays occupied endangered fish habitat in the Upper Basin. <br /> <br />V. REVIEW PROCEDURES <br /> <br />Figure 1 summarizes the process for reviewing stocking proposal <br />developed under Part II or Part III of the Procedures. The proponent of <br />a stocking proposal may elect to withdraw or modify a proposal at any <br />time in response to identified concerns. , At such time a proposal is <br />approved or withdrawn, the States, Service, Recovery Program <br />Participants and other interested parties will be so notified. <br /> <br />Steo 1. Formal Stockina Prooosal. The review process is inttiated with <br />a formal stocking proposal developed in accordance with the <br />guidelines outlined in Part 11 or III of the Procedures. <br />Proposals to stock nonnative fishes will be founded on sound <br />biological evaluations and contain sufficient information to <br />allow for an objective and complete evaluation. <br /> <br />Steo 2. Public and Aaencv Review. Stocking proposals will be submitted <br />to the Service, the States, participants in the Recovery <br />Program and other interested parties for review and comment for <br />a 60 day period. It is recognized that review by the Service <br />and the States will be based on sound biological principles <br />that shall be specifically identified. Furthermore, if the <br />Service or State agency objects to a stocking proposal, that <br />agency will make a concerted effort to identify reasonable <br />alternatives.
