J!
0
-.:i
0
, . C) y

The Council anticipates that Reclamation will automatically
budget sufficient funds for the required operation and
maintenance of the Grand Valley and Paradox Valley units.

The council supports this federal/state/private
cogeneration/salinity control project. As payment for salt
reduction is required, it is contemplated to be made from
Reclamation's operation and maintenance budget. Additional
operation and maintenance line item funding will be required
in the future. .

V The council recognizes that the uinta Basin Unit is not yet
authorized, but understands that Reclamation will be seeking
authorization in the near future. Hence, additional funding
will be needed to construct this unit in future years'.

Y The council also understands that funds in addition to those
recommended will be secured prior to initiation of planning
studies on the Lower Virgin River Unit.

if The recommended funding amounts are for salinity control
efforts that are over and above funds normally appropriated
by the Congress for management of the public lands.

~ Federal salinity cost share funds administered by ASCS (with
30 percent reimbursement from the Basin funds subject to P.L.
98-569).

7! Funds utilized by SCS and Extension Service to provide
technical assistance to CRSC participants and for monitoring
and education activities.

The Council hastens to point out that any shortfall in these
funding levels will have to be offset by increased funding in

subsequent years.

In addition, delays in the funding of the

salinity control program will result in much larger total Federal
expenditures to achieve the water quality objectives for the

Colorado River.

13

l'v ,.

t ..
