<br />C) service (ASCS) to diligently pursue adequate Colorado River <br />en <br />~ Salinity Control (CRSC) line item funding to assure that program <br />-.J <br /> <br />implementation schedules are met. <br /> <br />Uinta Basin Unit. <br /> <br />The Council continues to be impressed with <br /> <br />the excellent progress in implementing the USDA. onfarm program, as <br />well as the outstanding working relationship between individual <br />land owners and USDA personneL The Council is pleased that USDA <br />published the draft uinta Basin expansion plan/EIS. The Council is <br />concerned with the comments from EPA on the DEIS and the inadequate <br /> <br />rating by EPA. <br /> <br />The Council urges SCS and EPA to resolve these <br /> <br />issues so the EIS can be finalized and onfarm implementation <br />initiated. <br /> <br />Bicr Sandv River Unit. The Council appreciates the efforts of <br /> <br />ASCS to approve waivers for individual contracts to exceed the <br /> <br />$100,000 limitation. This action is critical .for the salt load <br /> <br />reduction goals to be achieved in this area. The Council further <br />urges ASCS to. implement a procedure to expeditiously process <br />requests for waivers in order that implementation can rapidly <br /> <br />proceed. <br /> <br />Environmental Protection Acrencv <br /> <br />The Council appreciates the increased level of support for <br />coordination with the Forum. However, the Council and the Forum <br />still believe. that various divisions within EPA need to better <br /> <br />understand the organization and opertion of the Forum, the salinity <br />control program, its objectives, and the specific salinity control <br /> <br />related directives from Congress. <br /> <br />Further, the council and the <br /> <br />10 <br /> <br />j <br />
