This was our introduction <br />to the replacement resources process and we pffer the following general comments. <br /> <br />1. Assessment of Environmental and Relate(l Issues: The National Park Service is very <br />interested in the replacement resources process. Seven National Park units (Curecante <br />National Recreation Area, Black Canyon of ~e Ounnison National Monument, Dinosaur <br />National Monument, CanyoDlands National P,ark, Olen Canyon National Recreation Area, <br />Orand Canyon National Park, and Lake Me~d National Recreation Area) exist either in <br />direct association with, or downstream fronh hydroelectric generating projects. Certain <br />replacement power alternatives could change ~ake levels and instream flows in National Park <br />units, and the Service is concerned tha, environmental, recreational, cultural, and <br />operational issues associated with these chaIiges be thoroughly evaluated. Numerous other <br />park units are located in the Colorado Plateau region. Their air resources could be affected <br />by changes in operations of fossil fuel gene~ators. It was not clear to us where, or how, in <br />this process environmental and related issuFs will be addressed. <br /> <br />, <br />, <br />2. Options Not Considered: Thereplacemlent resources process does not seem to include <br />options for reducing constraints at Olen cinyon Dam, which could stem from such things <br />as sediment augmentation and controlled ~ooding, but which would have to be evaluated <br />as part of the Olen Canyon Dam Adaptive Management process. <br /> <br />3. Colorado River Annual Qperatini {'Ian: Will any of the options evaluated affect the <br />Colorado River Annual Operating Plan? ! In other words, will alternatives be considered <br />which affect the monthly or annual aIloc~tions of water between Colorado River storage <br />units, or will they deal strictly with chang~s in daily operations of hydroelectric generating <br />facilities? <br /> <br /> <br />. <br />- <br /> <br />. <br /> <br />
