3. Recreation - Recreation opportunities associated vith
mountainous terrain, climate and scenic value are present, but vater-based
recreational opportunities are inadequate for the population densities
of the Denver metropolitan area. Thus, benefits for recreation at the
Bear Creek site can be justified. The tvo Soda Lakes vould be brought
into public ownership as part of the project. Among the three lakes a
total of 228 surface acres of vater vould be included in the project.
Public use areas would be developed to accommodate a variety of outdoor
activities,

Water quality is generally good in Bear Creek. Some vater contact
recreation currently takes place upstream betveen Evergreen and Morrison.
This is a good indication that the proposed Bear Creek Lake could accommodate
vater contact recreation such as swimming and vater skiing. The pH of
the vater in Bear Creek is in the desirable range of 6.5 to 8.5. As
mentioned previously, there are a,.number of communities located above the
project on Bear Creek. ' These communities could be sources of coliform
bacteria. Hovever, total coliform bacteria in the proposed lake is not
expected to exceed the 2,400 per 100 milliliters limit set for vater
contact recreation by the State of Colorado. Tbe vater in Bear Creek Lake
'will also be suitable for non-contact recreation.

4. Fishery resource - There is presently a limited fishery
in Bear and Turkey Creeks because of seasonal lev flovs due to irrigation
diversions. Such species as creek chubs, suckers and some trout have been
found in the creeks, After impoundment dissolved oxygen levels vill be
maintained at a fairly constant level. Subsequent stocking and intensive
management vill serve as a base for initiating a put-and-take, cold-vater
fishery augmented vith a pan-fish fishery.

Aardvark Limited has expressed interest in establishing an environmental
center in this geographical area, possibly vithin the Bear Creek Lake project
boundary. It vould be designed to convey the complete environmental story
from an unbiased viewpoint and also to fill the so-called "environmental
cOllllllunications void" that now exists. Such a center ie still in initial
planning stages.

C. Detrimental aspects discussed.

1. Flood control - Implementation of the project would halt
all current uses on more than 3,000 acres of land. Thus, cattle and horse
grazing, mining, residential areas, small businesses, and farmsteads would
be eliminated. These are the major uses of the land at present and people
that depended on these uses would face relocation or an end of their current
operations.

Approximately 1 1/2 miles of mountain stream (portions of both Bear
and Turkey Creeks) would be lost to the project through creation of a
reservoir. Although ~~~se streams aie not pristine this far downstream

5
