Post Office and C:mrt House <br />Omaha, Nebraska 68102 <br /> <br />Dear Mr. Burnett: <br /> <br />We have reviewed your Draft Environmental Statement for <br />Bear Creek Dam and Lake, Colorado and offer the following <br />recommendations as our comments on the Statement. <br /> <br />The Environmental Statement indicates the proposed routing <br />of Interstate 470 is now quite firm. Obviously, construction of this <br />highway through the center of an intensive recreation area will have <br />a detrimental effect, even though the degree might possibly be mini- <br />mized. To maintain some semblance of unity Mount Glennon should <br />be an integral part of the project. Design features should be incor- <br />porated so that they include trails, underpasses for pedestrians and <br />equestrians. Perhaps a well designed unobtrusive trail system should <br />be constructed. We suggest horse trails be rather limited to preclude <br />excessive use and subsequent erosion. The most important benefit <br />derived from the inclusion of Mount Glennon within the project take-line <br />would probably be the prevention of the establishment of unwanted <br />development and the preservation of the natural setting. <br /> <br />Air and noise pollution caused by highway traffic must be minimized <br />or eliminated. Flood plain zoning is an excellent idea and should afford <br />the proper control to assure the optimum development of the recreational <br />potential of the area, I think the statement should indicate the extent of <br />the flood plain zoning; whether it is merely in the area immediately <br />adjacent to the Dam and Reservoir or how far it extends upstream or <br />downstream. <br />
