Tne Statement notes that during initial phases of project construction, <br />a water monitoring system will be undertaken to determine if water <br />quality will be sufficient to provide water contact recreation. If <br />water quality in the impoundment will be so poor as to preclude such <br />use, your Statement should discuss these matters under "Detrimental <br />Aspects Discussed". <br /> <br />13. If the flow regime oi Bear Creek is substantially altered after <br />project operation, there may be significant adverse impacts on down- <br />stream'existing parklands. Your Statement should thoroughly discuss <br />flow releases and their impact. In fact, in many projects flow <br />releases and, altered flow regimes have more adverse impacts than the <br />actual project. <br /> <br />14. Your Statement lists the removal of the mobile home court under <br />"Detrimental Aspects Discussed". Such a removal may not be an <br />adverse environmental impact. The relocation of the homes may be <br />beneficial to land use planning and development. <br /> <br />15. The initial recreation plan for the project discussed possible <br />motorized trails on the Hogback within the project boundary. We <br />believe such recreation use would conatitute a severe adverse <br />environmental impact for which there will likely be no remedial <br />measures. This should be thoroughly discussed in the Statement. <br /> <br />16. Your Statement should substantively discuss alternatives to the <br />project rather than simply listing them. In particular, we refer to <br />the possibility of flood plain evacuation.' Here, a statement of the <br />cost of this alternative wo~ld have been most informative to the <br />reader, and would have allowed the decision-maker to judge the <br />desirability of that alternative. <br /> <br />17. The flood control pool is many times larger than the conservation <br />pool. Therefore, your Statement must discuss the probability of <br />occurrence of filling all or a portion of the flood pool and the <br />adverse environmental impact which will likely occur. <br /> <br />18. The Statement should discuss project life as it affects long term <br />productivity of oue natural resources which would be irrevocably <br />committed by construction of the project. <br />
