<br />COlIllIlents: Effective floodplain 2.oning to prevent further <br />residential and industrial development, while developing the floodplain <br />as an open space, wildlife and recreation area, would be a better solution <br />to the flood problems 01' Bear Creek valley than the proposed daa project. <br /> <br />Res'POnse: Predictions have been made on the extent of <br />future urbanization in the basin. Zoning and its benefits and short- <br />cOlllings have also been discussed in the statement. The proposed proJ ect is <br />believed to be the most effective means of providing needed flood control. <br /> <br />COlIllIlent: The environmental statement does not adequately <br />discuss proposed alternatives such as not building the dam or another <br />location for it. <br /> <br />Response: The cOllllllent was considered valid. <br />section of the environmental statement has been revised into <br />an adequate treatment of all the alternatives considered. <br /> <br />The "Alternatives" <br />what is considered <br /> <br />Comment: The statement does not consider the detrimental <br />environmental impact and the loss of a financially valuable open space <br />area for recreation. <br /> <br />Response: It has been predicted that without effective <br />floodplain 2.oning and management urbanization vill, in time, encroach on <br />most of the valley below Morrieon. Just how much of the floodplain or <br />valley lands would be devoted to open space recreation areas during the <br />span of this development is not knOYIl.
