Therefore, this section of the statement has been expanded to include
additional discussion of this impact.

Comment:
recreational facilities
by the reader.

The statement should more fully discuss the planned
so that their impacts can be more correctly assessed

Response: At this time the extent of recreational facilities
is not known, nor are the exact locations of the proposed facilities known.
However, it is agreed that the carrying capacity of the lands involved as
well as the relationships of planned facilities to their surroundings
should be included as integral parts of the overall recreation plan when
it is developed.

Comment: The establishment of a trout fishery is not
likely to be compatible with nutrient pollution from upstream sewage
plants. This is because of the delicate nature of a cold water fishery.

Response: We concur in the comment. ,In the past Bear
Creek and Turkey Creek have provided only marginal habitat for fish
supporting such species as creek chubs, suckers, and some trout. After
impoundment, dissolved oxygen levels will be maintained at a fairly
constant level. Under these conditions, stocking and intensive management
will serve as a base for initiating a good varm water fiShery. The
potential for fish production is expected to be good. Since the impoundment
is currently designated for a w~ water fishery, the establishment of a
trout fishery in the lake would be only marginal. The statement vas updated
in the beneficial aspects section to indicate the type of fishery
to be provided.

Comment: An inconsistency exists with respect to the number
of upstream sewage plants. The statement should be clarified to indicate
the number of sewage treatment plants upstream,

Response: The comment was considered valid and the
statement was clarified.

Comment: If water quality in the impoundment will be so poor
as to preclude water contact recreation use, the Statement should discuss
these matters under "Detrimental Aspects Diacussed".

Response: Based on the latest available data, it has been
predicted that water quality in the proposed lake will be sufficiently
good to allow water contact recreation. In response to a comment by the
Environmental Protection Agency, reasons were given for this prediction.

Comment: The statement should thoroughly discuss flow releases
and their impact.

18
