An agreement was reached with the Bureau of Reclamation <br />for the planning and application o~ practices necessary to improve <br />irrigation laterals by USDA. ' <br /> <br />ELIGIBLE PRACTICES <br /> <br />Salinity reduction practices needed and eligible for installation <br />under this program are shown in Table 1, along with recommended <br />cost-share rates. Also included are practices that replace wildlife <br />values foregone. <br /> <br />COST-SHARE LEVELS AND RATES <br /> <br />A federal cost-share level representing the relationship between <br />onfarm and off-site benefits requires a minimum of 30 percent local cost <br />-share. Therefore, this plan is based on the legislative guideline of a <br />70 percent federal cost-share level with a 30 percent local cost-share, <br />unless the Secretary of Agriculture finds in his discretion that such <br />cost-sharing would result in a failure to proceed with needed onfarm <br />measures. <br /> <br />AVERAGE COST DOCKET <br /> <br />A docket showing average costs for Salinity Reduction Practices and <br />components has been developed. The docket is reviewed and updated <br />on an annual basis. ASCS has principal responsibility for keeping the <br />docket current, but SCS is willing to assist in this effort. <br /> <br />IMPLEMENTATION ACTIVITIES <br /> <br />A. Cost-share Allocation <br /> <br />Cost-share allocations projected through Fiscal Year 1994 are shown in <br />Table 2. <br /> <br />B. Technical Assistance Allocation <br /> <br />Technical assistance allocations by fiscal year through 1994 to <br />continue implementation of the Grand Valley Unit are shown in Table 2. <br />Agency staffing requirements (FTEs) for carrying out this program for <br />the Grand Valley unit are shown in Table 2. These requirements for the <br />SCS include the fOllowing disciplines: soil conservationists, engineers, <br />biologist, economist, soil scientists and teChnician support. The SCS has <br />entered into a reimbursable agreement with the Soil Conservation <br />District (SCD) to provide clerical and technical support. For the ASCS, <br />these requirements include program assistants. For the Cooperative <br />Extension Service (CES), these requirements include 2 extension agents, a <br />secretary and technical support. Staffing requirements for the USBR are <br />not included in this plan. <br /> <br />Page 2 <br />
