<br />003020 <br /> <br />PART C-2 <br /> <br />Procedures Task Force <br /> <br />The Planning Procedures snd Plans Utilization Task Force under the <br />chairmanship of John Ehrenfeld, Chairman, ~ew England River Basins <br />Commission will recommend procedures for Federal agency participa- <br />tion in regional water resources planning and for implementation <br />of the Council's Consistency Policy. The Task Force is reviewing <br />the roles and relationships of Federal, State, regional and local <br />institutions in planning and managing water resources and will <br />analyze the laws, policies and procedures which may be needed to <br />make a national system of water resource planning and management <br />more effective. Recommendations from the Task Force will be pre- <br />pared for Council consideration in May 1980. <br /> <br />Review of Regional Water Resource Management Plans <br /> <br />The Council has directed full implementation of Section 104 of <br />P.L. 89-80 which requires review of regional water resource manage- <br />ment plans, their transmittal to the President, and subsequent <br />transmittal to the Congress. Full implementation of the review <br />will (1) support the regional planning efforts of 'the river basin <br />commissions and other regional planning sponsors, (2) result in <br />recommendations to the President and the Congress, and (3) provide <br />a mechanism for utilizing regional planning inputs in other Council <br />activities. Review and distribution of plans and plan summaries <br />will bring them to the attention of decision makers for use in the <br />review of agency programs and budgets. <br /> <br />The Council does not approve or revise regional plans submitted by <br />planning sponsors. Section 104 requires the Council to review <br />plans or plan revisions with special regard to (1) the efficacy <br />of achieving optimum water use, (2) the effect on other programs, <br />and (3) contributions to national economic and social goals. These <br />broad inscructions will be translated into criteria that address the <br />concerns of the usars of the plans. The criteria will. make use of <br />the Second National Water Assessment and other available measures <br />of water uses, problems, and programs. Utilizing the criteria <br />developed by the task force the Council will review the regional. <br />plans and formulate and transmit recommendations to the President <br />for his review and transmittal to the Congress. <br /> <br />Planning For Areas Outside Of title II River Sasin Commissions <br /> <br />In the last two years the ~~C program to assist regional entities <br />such as Interagency Committees and States in developing regional <br />and basinwide comprehensive water and related land resources manage- <br />mene plans has undergone major changes.
