003020 PART C-2 Procedures Task Force The Planning Procedures snd Plans Utilization Task Force under the chairmanship of John Ehrenfeld, Chairman, ~ew England River Basins Commission will recommend procedures for Federal agency participa- tion in regional water resources planning and for implementation of the Council's Consistency Policy. The Task Force is reviewing the roles and relationships of Federal, State, regional and local institutions in planning and managing water resources and will analyze the laws, policies and procedures which may be needed to make a national system of water resource planning and management more effective. Recommendations from the Task Force will be pre- pared for Council consideration in May 1980. Review of Regional Water Resource Management Plans The Council has directed full implementation of Section 104 of P.L. 89-80 which requires review of regional water resource manage- ment plans, their transmittal to the President, and subsequent transmittal to the Congress. Full implementation of the review will (1) support the regional planning efforts of 'the river basin commissions and other regional planning sponsors, (2) result in recommendations to the President and the Congress, and (3) provide a mechanism for utilizing regional planning inputs in other Council activities. Review and distribution of plans and plan summaries will bring them to the attention of decision makers for use in the review of agency programs and budgets. The Council does not approve or revise regional plans submitted by planning sponsors. Section 104 requires the Council to review plans or plan revisions with special regard to (1) the efficacy of achieving optimum water use, (2) the effect on other programs, and (3) contributions to national economic and social goals. These broad inscructions will be translated into criteria that address the concerns of the usars of the plans. The criteria will. make use of the Second National Water Assessment and other available measures of water uses, problems, and programs. Utilizing the criteria developed by the task force the Council will review the regional. plans and formulate and transmit recommendations to the President for his review and transmittal to the Congress. Planning For Areas Outside Of title II River Sasin Commissions In the last two years the ~~C program to assist regional entities such as Interagency Committees and States in developing regional and basinwide comprehensive water and related land resources manage- mene plans has undergone major changes.
