<br />t' 'I. <br />f," ,y..... <br /> <br />~RT C-2' <br /> <br />r ~;., <br /> <br />Manual of Procedures <br /> <br />,The Manual of Procedures for ~valuation of National Economic Develop- <br />ment (NED) Benefits and Costs in Water Resources Planning (Level C) <br />was approved in final form by the Council on October 25. Council <br />Chairman Andrus approved the Manual on October 25 and the Manual <br />will b,e published as final rule in the Federal Register by mid- <br />Decemb,er. Copies will be available from the Council on request. <br /> <br />.Responding to comments received during the public review period, con- <br />siderable improvement in clarity and technical accuracy, has been made <br />since the proposed Manual was published in the Federal Register on <br />May 24, 1979. A compilation of comments and the Coun,cil's response <br />will be published with the Manual. <br /> <br />Revisions to the Principles and Standards (Phase II) <br /> <br />The Principles arid Standards are also being revised for clarity and <br />conciseness, to incorporate the requirements of Urban and Community <br />Impact Analysis (E.O. 12074) and to integrate NEPA requirements. <br /> <br />Workshops to more fully define the scope of the work to be undertaken <br />were held in September, and based on those, the Council staff is pre- <br />paring' the preliminary review draft. The staff hopes to complete the <br />draft by December.21. Following distribution, there will be workshops <br />before February 1, 1980. The revisions are scheduled for publication <br />in the Federal Register for a 60-day public comment period, <br /> <br />Manual of Procedures (Phase II) <br /> <br />A second section of the Manual and for Environmental Quality Evalua- <br />tion Procedures is being prepared and is progressing on a work <br />schedule parallel to the second phase of :the revisions to the P&S. <br /> <br />SECOND NATIONAL WATER ASSESSMENT <br /> <br />Final Volumes <br /> <br />The final three volumes of the Second National Water Assessment are <br />being printed. An announcement of availability of the final volumes <br />will be made when printing is completed, which is anticipated to be <br />early February. <br /> <br />The Council is undertaking an evaluation of the assessment. The <br />evaluation will include exploration of methodologies, findings and <br />potential techniques to streamline future assessments, and will in- <br />clude developmental work with trial application to actual situations. <br />There will be a series of workshops involving both participants in <br />the Second National Assessment and users of the assessment. <br /> <br />C-12 <br />
