<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />0313 <br /> <br />SUMMARY, CONCLUSIONS AND RECOMMENDATION <br /> <br />Protracted water related problems have been present in <br />the South Platte River Basin for most of the twentieth century. <br />FOllowing years of public discussion, and subsequent investiga- <br />tion by the Bureau of Reclamation, Congress authorized construc- <br /> <br /> <br />tion of a water project to be located at the Narrows site for <br /> <br /> <br />purposes of improving the supply and conservation of badly <br /> <br /> <br />needed water (PL-9l-389l. As a part of the decision-making <br /> <br /> <br />process, an Environmental Impact Study is being carried out <br /> <br /> <br />consistent with the recommendations of the Environmental Quality <br /> <br /> <br />Act of 1969 (PL-91-190l. This report constitutes a subsection <br /> <br /> <br />of the overall study, and deals with the Social Assessment of <br /> <br /> <br />impacts associated with three alternatives (the Narrows site <br /> <br /> <br />located 8 miles west of Fort Morgan, the Hardin site located <br /> <br /> <br />some 15 miles east of Greeley, and the option of no project at <br /> <br /> <br />all) . <br /> <br />In this social assessment, social impact is broadly defined <br /> <br /> <br />as existing in terms of the quality of life of individuals <br /> <br /> <br />and families, the social well being of communities, and the <br />relative social positions which are affected. In turn, four <br />levels of assessment were conducted. This included analyses <br />of: specific areas of community life which are impacted; <br />patterns of impact across these areas; more aggregate effects <br /> <br />expressed in terms of quality of life, social well being, <br /> <br />I <br />
