<br />Resolution Concerning an Operating Plan for John Martin Reservoir. <br />The Resolution as approved is attached as Appendix C-l. <br />Participating Members: <br />Chairman, Mr. Cooley <br />For Colorado: Mr, McDonald, Mr, Reyher, <br />Mr, Idler, Mr, Jesse, <br />For Kansas: Mr. Gibson, Mr. Bentrup, Mr. Stoeckly. <br /> <br />June 16, 1980 <br />A special telephonic meeting was held on June 16, 1980 in ac- <br />cordance with Article V.f of the Arkansas River Compact for the <br />purJXlse of discussing the effect of storage in Trinidad Reservoir on the <br />flows of the Arkansas River. A special meeting was arranged to fur- <br />ther discuss and resolve the issue. <br />Participating members; <br />Chairman. Mr, Cooley <br />For Colorado: Mr, McDonald, Mr, Reyher, <br />Mr. Idler, Mr, Jesse, <br />For Kansas: Mr. Gibson, Mr. Bentrup, Mr. Stoeckly. <br /> <br />June 30, 1980 <br />A special meeting was held in Lamar, Colorado on June 3D, 1980 to <br />discuss the budget. the Model Reservoir storage right at Trinidad, <br />Colorado, the operating principles of Trinidad Dam and Reservoir <br />Project, and the diversion of transmountain water in Colorado. A <br />resolution concerning an investigation of Trmidad Reservoir operations <br />was passed, and is attached as Appendix C.:3. <br /> <br />September 25,1980 <br />A special meeting was held in Lamar, Colorado on September 25, <br />19HU to discuss fmdings of fact regarding Trinidad Reservoir (whether <br />the \I,:aters of the Arkansas River had been materially depleted in <br />usable quantity or availability for use to the water users in Colorado <br />and KansasJ. It was resolved (see Appendix C'4l that the Kansas and <br />Colorado State Engineers confer to make further inquiries into this <br />question. The findings of fact are as follows: <br /> <br />FINDINGS OF FACT <br />RELATIVE TO TRINIDAD RESERVOIR <br /> <br />WHEREAS, at a special meeting of the Arkansas River Compact <br />Administration <hereinafter referred to as the "Administration") in <br />Lamar, Colorado, on June 30, 1980, the Administration passed a <br />resolution 1I1structing the staff of the. Kan!ias Division of Water <br />Resources and the staff of the Colorado Water Conservation Board to <br />investigate the slorage of 18,290 acre-feet of water under the Model <br />Reservoir water right in Trinidad Reservoir during Compact year 1979 <br />and the storage of an additional 20,OUO acre-feet of water in Tr1l1idad <br />Reservoir under the Model Reservoir right during Compact year 1980 <br />without physically removing the water stored under the Model right <br />during !9i9 from behind Trinidad Dam and to promptly report their <br />determinations to the Administration (said resolution is marked <br />Exhibit A, and a copy is attached hereto and made a part hereof); <br />NOW.
