William '1cOon,lI(1 <br />Dirt'Cl'" <br />Oil...idW~lkft( <br />Deputy Director <br /> <br />OATE: <br /> <br />SUBJECT: Agenda Items 7,8, and lOb, December 3-4,1981, Board <br />Meeting--Staff Response to Board's September Directive <br /> <br />Introduction <br /> <br />At its September meeting, the Board directed the staff to: <br /> <br />at <br />and <br /> <br />(1) Examine the potential for reformulating dnd <br />least partial state financing for the West Divide, <br />Grand Mesa projects; <br />V <br />Review the proposal to provide 100 percent <br />for a scaled-down version of the Fruitland <br /> <br />providlng <br />San Miguel, <br /> <br />( 2) <br />flnancing <br />project; <br /> <br />state <br />Mesa <br /> <br />(3) Examine the posslbllity of providing front-end <br />cost-sharing for the Narrows and Animas-La Platd projects; <br /> <br />(4) Recommend a program to provlde fundlng for the repair <br />and rehabllltation of projects whlch have dam safety problems; <br />and <br /> <br />(5) Revlew existlng state financing mechanisms and the <br />constraints thereon, particularly insofar as grants are <br />concerned. <br /> <br />Agenda itmes 7, 8, and lOb constitute the staff's initial <br />response to this directive. In addition, agenda item 7 covers <br />the proposed projects which hdve come through the regular <br />procedures of the construction fund program. <br /> <br />Summary <br /> <br />The staff's initial response to the Board's directive may be <br />summarized as follows: <br /> <br />(1) After consuiting with the Colorado River Wdter <br />Conservation District and the West Divide Water Conservancy <br />District about the West Divide project, it was concluded that the <br /> <br />COLORADO WATER CONSERVATION SCARO, Frederick V, Kroeger, Chairman <br />Robert A.
