<br />OJ <br />~~ <br /> <br />('~ <br /> <br />~ <br /> <br />ro., <br />~--' <br /> <br />Status and Schedule <br /> <br />r~ <br />_. <br /> <br />AQUATRAIN has recently moved from the conceptual stage to <br />the plan formulation stage. Informal discussions have been <br />held with the potential coal and saline water users and they <br />have expressed support for the project concepts. Present <br />activities include data collection and preliminary evaluation <br />to determine environmental, engineering, and economic aspects <br />of the project. Based upon those analyses, the potential <br />coal and saline water users will be asked to enter participation <br />agreements. Expressions of interest are being sought from <br />commodity suppliers and users (particularly coal) to broaden <br />participation in the project. The plan formulation stage <br />will come to a close with the preparation of a decision document <br />describing the configured project based upon conditional industry <br />participation agreements. This document is scheduled for <br />completion in 1983. <br /> <br />The next stage, preconstruct ion planning, is scheduled to begin <br />in fall 1983 and continue until mid-1985. Design data and <br />cost estimates will be developed in this phase and site-specific <br />technical and environmental data will be collected. At the <br />conclusion of preconstruction planning, a final joint planning <br />report and final environmental impact statement will be completed <br />for use in determining the project's feasibility. <br /> <br />Figure 4 shows the overall project schedule. <br /> <br />The liquid CO2/coal slurry line construction schedule is dependent <br />upon the test loop verification program. There is a possibility <br />that other parties will build a commercial size short-haul <br />liquid CO2/coal slurry line in the near future, thus eliminating <br />the need for the test loop. If this happens, some savings <br />in time may be achieved, and the construction schedules for <br />Stages I and II may be accelerated. <br /> <br />Stage I construction of the liquid CO /coal slurry line is <br />not dependent on the saline water con~truction program; therefore, <br />if delays are experienced in the saline water verification <br />p~ogram, they will not affect the liquid CO2/coal line or <br />Vlce versa. <br /> <br />Federal legislation which contains measures in support of <br />saline water use applications has been introduced in the Senate <br />(S.752) and House (H.R.2790). Specific measures related to <br />AQUATRAIN include authorization of projects to demonstrate <br />saline water use technology and to beneficially use or dispose <br />of saline water in joint efforts with industry. Passage of <br />this legislation would allow the Bureau of Reclamation to <br />participate in staged project construction, operation, and <br />maintenance. <br /> <br />26 <br />
