LAS VEGAS

I was surprised to see the significant difference between the 70R5 and the 70A5
strategies (Graph 2) and the lack of difference in a 70R (no look ahead) and the 70R5
(Graph 41, 42, and 431. The lack of difference in look ahead strategy was not consistent
with our Staff analysis as previously made available to you. I called Randy and Rod this
morning to try and reconcile my discomfort.

Rod has an inconsistency in the 70R5 run's in that it is really just 5 years of
average inflows not 1 year of 70% and 4 years of average. He has consented to re-run
the 70R strategies (both 1 year and 5 year look ahead), re-plot the appropriate comparative
graphs and get them sent out to us in the near future (:t: week). I think we will then see
the difference between 1 year and 5 year look ahead on Graphs 41, 42, and 43. We will
also see 70R5 and 70A5 plot much closer together. A 70R strategy (1 year) will remain
quite close to the flood strategy. However, a 70R5 will approach the present 70A5 plots.
The difference between 70R and 70R5/70A5 will become greatest in the early years (:l: 15
years) and will demonstrate our concerns about any look ahead strateav until California
demonstrates the ability to live within its allotment of 4.4 maf in a normal Year.

If you have questions before you see the revised data, please call. J am preparing
']draft" correspondence to carry out our original game plan.

g.
