<br />(...., <br />~ <br />o <br />-t <br /> <br />ON-FARM SALINITY CONTROL INVESTIGATIONS <br /> <br />_.~\ <br />.... .~. <br /> <br />FOR <br /> <br />THE GRAND VALLEY AREA <br />State of Colorado <br /> <br />April 1975 <br /> <br />INTRODUCTION <br /> <br />The Colorado River Salinity Control Act (Public Law 93-320) authorizes <br />the U.S. Department of Agriculture in cooperation wit~ the Department of <br />the Interior to develop a unified salinity control plan for the Grand <br />Valley Salinity Control Unit. It authorizes USDA to cooperate in the <br />Colorado River Basin Salinity Control Project and directs USDA to <br />cooperate in the planning and implementation of on-farm system measures <br />in the upstream areas of the Colorado River Basin. <br /> <br />On November 16, 1973 the Colorado Water Conservation Board requested the <br />assistance of the Soil Conservation Service, under authority of Section <br />6 of Public Law 566, to make feasibility studies of possible improve- <br />ments of en-farm irrigation systems and determination of potential for <br />reducing natural diffuse sources for the purpose of controlling salinity <br />return flows to the Colorado River. <br /> <br />The Memorandum of Understanding between the Department of the Interior <br />and the Department of Agriculture, effective November 27, 1974 was <br />entered into under the authority of the Interdepartmental Work Service <br />Act of March 4,1915 (38 Stat. 1084), as amended, the Economy Act of <br />June 30, 1932 (31 U.S.C. Sec. 686), and the Colorado River Basin Salinity <br />Control Act of June 24, 1974 (88 Stat. 266). Also, Memorandu;~ of Agree- <br />ment, effective March 27, 1975 was entered into betwee~ the Bureau of <br />Reclamation and the Soil Conservation Service to implement the specific <br />cooperative activitfes called for under Title II of the Colorado River <br />Salinity Control Act. <br /> <br />The investigations will be organized and carried out using information <br />developed from on-going assistance programs and from research and demon- <br />strations of the Bureau of Reclamation, Environmental Protection Agency, <br />Agricultural Research Service, Colorado State UniersitJ, and the Colorado <br />Water Conservation Board. A program for implementing the needed on-farm <br />improvements, inclUding alternative financial plans, will be developed. <br />
