<br />1 <br /> <br /> <br />TENTH ANNUAL REPORT OF COLORADO RIVER STORAGE <br />PROJECT AND PARTICIPATING PROJECTS <br /> <br />INTRODUCTION <br /> <br />The Colorado River storage project and pa.rticipating projects were <br />initially authorized by the Congress on April 11, 1956 (70 Stat. 105). <br />This act initiated the comprehensive development of the water re- <br />sources of the Upper Colorado River Basin for the purposes, among <br />others, of regulating the flow of the Colorado River, storing water for <br />beneficial consumptive use, making it possible for the States of the <br />upper basin to utilize, consistent with the provisions of the Colorado <br />River compact, the apportionment made to and among them in the <br />Colorado River compact and the Upper Colorado River basin com- <br />pact. The act authorized the construction of the storage project <br />units, viz., Curecanti, Flaming Gorge, Glen Canyon, and Navajo. <br />In addition, there were 11 participating projects specifically author- <br />ized for construction in the uJ,l)?er basin States. For management <br />purposes, the transmission facilIties authorized for construction in <br />c~mnection ';,ith storage project uni~s .and p!,r.ti.cipating pr?jects have <br />been consolidated as .\the transmISSIOn dIVISIOn. Flannng Gorge, <br />Glen Canyon, and Navajo units are substantially completed. Glen <br />Canyon unit has been ,operating all eight generators since Februa.ry <br />28, 1966. . <br />Of the 11 participating projects originally authorized, Paonia, Flor- <br />ida., and Smith Fork projects in Colorado, and Hammon project <br />in New Mexico have been substantially completed. Only minor sup- <br />plemental construction remains. Lemon Dam of the Florida project <br />IS being op,erated by the Bureau of Reclamation while the conveyance <br />and distl'lbution facilities are being operated by the water users. <br />Paonia and Smith Fork-projects were operated and maintained. by the <br />water users during the 1966 irrigation season. Hammond project <br />supplied water to project lands on a rental basis. The Vernal unit <br />of the central Utah project, completed in fiscal year 1963, is being <br />operated and maintamed by the Bureau of Reclamation with funds <br />advanced by the water users. <br />A definite plan report has been completed for Bonneville unit of the <br />central Utah project, and the unit is now under construction. Defi- <br />nite plan reports are being prepared for Jensen and Upalco units of <br />the central Utah l'roject. The Emery County project in Utah was <br />substantially completed during fiscal year 1966. Lyman, Seedskadee, <br />and Silt projects are currently under construction. Construction of <br />the Pine River extension has been deferred indefinitely by a recom- <br />mendation to the Congress dated September 25, 1959. The Senate <br />subcommittee appropriation hearings for fiscal year 1962, page 216, <br />suggested that coustruction of the LaBarge proj ect be indefinitely <br />deferred. <br /> <br />14.-581-61-0 <br />
