<br />The project was substantially complete at. June 30, 1966. The
<br />dam has been storing water and the reservoir water surface' elevation
<br />was 6,930.4 at the end of the fiscal year. Total storage in the reservoir
<br />at !that time was 15,520 acre-feet.
<br />Project water was available for rental by the district during the
<br />1966 irrigation season.: The district was notified that the develop-
<br />ment period will comnwnce January 1, 1967.
<br />The BUTeau of Sport Fisheries and Wildlife in cooper..tion with the
<br />Utah State Fish and Game Department continued land acquisition
<br />for the land and water rights ne'cessary for development of the Desert
<br />Lake waterfowl management area at the Emery OOlmty project_ In
<br />conjunction with the public domain lands proposed for withdrawal,
<br />sufficient acreage wflSobtained for a 2,000-acre management unit.
<br />Tlris will provide a hasis for development of detailed engineering plans
<br />and initiation of construction contracts.

<br />FRUITLAND MESA PARTICIPATING PROJECT, COLORADO
<br />
<br />The. project is locat~d in the Gunnison River Basin of the Upper
<br />Oolorado River Basin in Montrose and Delta Oounties about 60 miles
<br />west of the Oontinental, Divide. This is a multipurpose project which
<br />would provide supplem~ntal water for 6,930 acres of presently inade-
<br />quately irrigated land nnd a full supply of irrigation water to 16,520
<br />acres of land. In addition, recreation and fish and wildlife benefits
<br />would be provided. Principal project features will include the Soap
<br />Park Dam which will create a 44,670 acre-foot reservoir, the Black
<br />Mesa conduit, the 22-mile Fruitland canal, and two diversion dams.
<br />Work continued duriu/,( fiscal year 1966 On the accumulation of
<br />ditta to be used in prep.armg the definite plan report. This report is
<br />expected to be complet~d by the end of calendar year 1966.

<br />1,YMAN PARTICIPATING PRO,TECT, UTAH: AND WYOMING
<br />
<br />This is a multipUTpose project located in Uinta Oounty,south_
<br />western Wyoming, and. Summit Oounty, Utah, near the town of
<br />EvanHton, Wyo. The project will provide supplemental water to
<br />42,6'1'4 acres of existing farmland and will provide fish and ,vildlife
<br />and recreation benefits. A $2,212,000 repayment contract executed
<br />with Bridger Valley Oonservancy District on April 8, 1964, was
<br />validated by the third judicial court on September 4, 1964, and up"
<br />held by the Supreme Court April 28, 1965. As of June 30, 1966,
<br />work was substantially 60mpleted On the temporary" goverm:nent camp
<br />at Mountain View, Wyp. A contract for the construction of Meeks
<br />Oabin Dam and access r'oad was awarded on May 13, 1966, to W. W.
<br />Olyde & 00. As of June 30, 1966, 2.6 percent of that contract had
<br />been completed. .
<br />In connection with the fishing-access program proposed for the
<br />Blacks :Work below Meeb Oabin Dam, realty personnel of thc Bureau
<br />of Sport FisherieH and 'Wildlife and the Wyoming Game and Fish
<br />Department jointly apprai8ed and initiated negotiations for public-
<br />fishing easementH along', the firBt 10 miles of stream below the dam.
