<br />0:::1" <br />r-- <br />o <br />N <br /> <br />YELLOW JACKET PROJECT STUDY <br />EXECUTIVE SUMMARY <br /> <br />Introduction <br />In 1981, the Colorado General Assembly authorized' the Colorado Water <br />Conservation Board (CWCB) to conduct studies of four potential water <br />resources development projects (Section 7, S.B. '439). Among these was the <br />"Yellowjacket Damna project diverting or storing water from the White River <br />above the confluence of Piceance Creek". <br /> <br />The CWCB retained International Engineering Company, Inc. to perform the <br />Yellow Jacket Project Study. Expenditures were limited by S.B, 439 to <br />$300,000. In addition, SoB. 439 specifies that future funding " is <br />contingent upon a showing that additional funding is justified based on <br />competent engineering and economic data". <br /> <br />Study Objective <br />The objective of this study was to evaluate, at an appraisal level of <br />detail, the engineering f~asibility and crst of constructing such <br />alternative storage, diversion and major pumpipg and delivery facilities, <br />and combinations thereof, as would develop the water rights held by the <br />Yellow Jacket Water Conservancy District (YJWCD) for use in the White River <br />Basin. These appraisal level engineering studies include: <br /> <br />o An evaluation of the existing water supply and the potential water <br />demands in the study area. <br /> <br />o The development of alternative plans including diversion, storage, <br />and delivery facilities. <br /> <br />o Reservoir operation studies for project yield, streamflow impacts, <br />and power development. <br /> <br />o Appraisal level engineering designs and associated cost estimates, <br />including capital, operation, maintenance, and replacement costs. <br /> <br />ES-l <br />
