Craig Bell, Executive Director <br /> <br />January 24, 1995 <br /> <br />I am pleased to enclose a copy of the proceedings of the Western States Water Council's <br />Water Management Symposium, held October 5-7,1984 in Grand Junction Colorado, cosponsored <br />by the Western Governors' Association and the Western Association ofFish and Wildlife Agencies. <br />As you know, the subject of the symposium was "The Effect of the Endangered Species Act on <br />Western Water Management: Improving ESA Implementation." It included several excellent <br />presentations and discussions, which followed an outstanding field trip organized by our Colorado <br />state hosts. <br /> <br />The enclosed proceedings include an overview and summary, a listing of problems identified <br />by the attending group associated with implementation of the Act, a synopsis of the group's <br />recommendations for improvements, and written notes and/or-outlines provided by the speakers, <br />placed in chronological order with reference to the symposium agenda. The proceedings also <br />include a listing of attendees and supplemental material pro'{j~e.d by presenters and other participants <br />at the symposium. <br /> <br />As you know, Ricky Torrey of our staff has overseen the preparation of these proceedings. <br />On her behalf, as well as the entire staff, we wish to express our appreciation to all those who <br />reviewed and commented on both the overview and summary, as well as the recommendations. We <br />also wish to thank the speakers who provided'iliewritten notes which are enclosed. Because of such <br />participation, we believe these procee~gs~vide an excellent resoUfpe and will serve well the <br />members of the cosponsoring organizations as issues associated with improving implementation of <br />the Endangered Species Act continue to baaddressed by the Congress and the Administration.
