Group Discussion, Break-Out Sessions and Recommendations <br /> <br />Participants were divided into three groups to discuss key ESA issues. The first group <br />considered improvements in state management to avoid problems with ESA implementation. <br />The second group considered changes in implementation of the Act. The third group addressed <br />amending the ESA.
