On the other hand, support of hastily <br />prepared and ill-advised plans is undesirable and should <br />be discouraged. <br />An effective framework planning program, therefore, <br />requires the formulation of a regional plan predicated on <br />sound facts and information, sensible and realistic <br />projections of needs, and imaginative well-thought-out <br />objectives and criteria. Under no circumstances should <br />the plan be considered inflexible or unchangeable. Not <br />only can this possibility be avoided by realistic objec- <br />tives and criteria, bu t the plan should be continually <br />reappraised and revised in the light of changing <br />conditions.
