EXECUTIVE ORDER

FRONT RANGE WATER FORUM

WHEREAS, the need for water supply planning and
management for the Colorado Front Range has
been increased by the veto of the Two Forks
Project by the Environmental Protection
Agency, the increasingly stringent
requirements of the federal Safe Drinking
Water Act, and by the existence of continued
growth throughout the Front Range;

WHEREAS, the Governor, the Department of Natural
Resources, the Colorado Water Conservation
Board, and the State Engineer sponsored a
statewide water convention on Front Range
water issues and on the transfer of water from
one area of the state to another on January 4
and 5, 1993;

WHEREAS, many participants at the convention and
Colorado citizens indicated (1) a priority for
enhanced cooperation in pursuing front range
water supplies, and (2) the need for the state
of Colorado to provide a forum for the
discussion and resolution of these issues,
providing data and information, and exploring
mutually beneficial arrangements between
agricultural and municipal water users;

WHEREAS, the Executive Director of the Department of
Natural Resources requested that the Colorado
Water Conservation Board pursue an
investigation of the opportunities for
achieving the optimization of the development,
management, and use of water supplies
available to the Front Range from existing and
future sources of supply, including
cooperati ve water management .and integration
between the Denver Water Board, Northern
Colorado Water Conservancy District, Municipal
Subdistrict, Farmers Reservoir & Irrigation
Company, and other agricultural and municipal
water systems;
