<br />ATIACHMENT A <br /> <br />e <br /> <br />DRAFT EXECUTIVE ORDER <br /> <br />(7/29/93) <br /> <br />EXECUTIVE ORDER <br /> <br />FRONT RANGE WATER FORUM <br /> <br />WHEREAS, the need for water supply planning and <br />management for the Colorado Front Range has <br />been increased by the veto of the Two Forks <br />Project by the Environmental Protection <br />Agency, the increasingly stringent <br />requirements of the federal Safe Drinking <br />Water Act, and by the existence of continued <br />growth throughout the Front Range; <br /> <br />e <br /> <br />WHEREAS, the Governor, the Department of Natural <br />Resources, the Colorado Water Conservation <br />Board, and the State Engineer sponsored a <br />statewide water convention on Front Range <br />water issues and on the transfer of water from <br />one area of the state to another on January 4 <br />and 5, 1993; <br /> <br />WHEREAS, many participants at the convention and <br />Colorado citizens indicated (1) a priority for <br />enhanced cooperation in pursuing front range <br />water supplies, and (2) the need for the state <br />of Colorado to provide a forum for the <br />discussion and resolution of these issues, <br />providing data and information, and exploring <br />mutually beneficial arrangements between <br />agricultural and municipal water users; <br /> <br />e <br /> <br />WHEREAS, the Executive Director of the Department of <br />Natural Resources requested that the Colorado <br />Water Conservation Board pursue an <br />investigation of the opportunities for <br />achieving the optimization of the development, <br />management, and use of water supplies <br />available to the Front Range from existing and <br />future sources of supply, including <br />cooperati ve water management .and integration <br />between the Denver Water Board, Northern <br />Colorado Water Conservancy District, Municipal <br />Subdistrict, Farmers Reservoir & Irrigation <br />Company, and other agricultural and municipal <br />water systems; <br />
