Kansas. <br /> <br />Dear General Mitchell. <br /> <br />I transmit herewith two (2) copies of a STATEl.'!EtJT RE. <br />INTERSTATE RELATIONS UNDER PLAN OF OPERATION OF CADDOA RESERVOIR <br />AND AIl1INISTRATION OF RIGHTS IN ARKANSAS RIVER. consisting of: <br />thirteen (13) pages made up of FOREWORD. EXPUlNATORY ST....TEI'IENT, <br />STAmiENT CONCERNING IllTERSTATE RELATIONS and MEI1lRANDA. as well <br />as nine (9) pages of schedules. oomputations and exhibits res- <br />pecting said river. <br /> <br />This statement is being furnished you as a result of <br />the conference held in Topeka. Kansas. on May 31. 1944. and ~n- <br />bodies the explanation with historical background of the plan of <br />operation on the Arkansas River as it affects Kansas and Colorado. <br /> <br />It is distinctly understood that the proposed plan, as <br />embodied in said statement. is an experimmtal one to be tried out <br />until April 1,_ 1945. and is not to oonstitute any binding prece- <br />dent upon either state, but is for the purpose of obtaining infor- <br />mation as to operational prooedure end results. <br /> <br />You will recall tha. t the Governor of !Can sas some time <br />ago served written notice upon the Corps of U. S. Army Engineers <br />demanding that the gates at Caddoa be opened and remain open per- <br />mitting the free flow of too river through said reservoir. If <br />the proposed plan is to be given a fair trial, i~ will, of course. <br />be neoessary that such notioe and demand be rescinded and that the <br />Army Engineers also cooperate in this matter. <br /> <br />Respectfully submitted. <br /> <br />( Si gned) Gal. 1 L.
