<br />3447 <br /> <br />(viii) Detail The Agricultural Productivity Capability Of The <br />Land In The Development Area And Source Development Area; <br /> <br />This requirement is not applicable to the Homestake Phase II Project as <br />the lands on which the project will be developed have been withdrawn by <br />the federal government from agricultural use and the lands in the develop- <br />ment area are urbanized with no agricultural use. <br /> <br />(ix) Specify How The Proposed Development Will Utilize Existing <br />Easements Or Rights-Of-Way For New Associated Distribution <br />Or Collector Networks; <br /> <br />The Homestake Phase II Project will use the existing easement from <br />Missouri Tunnel to the Fancy Creek portal. For the Cities' proposal, a <br />new easement will be required from the Forest Service for the development <br />of tunnels and the diversion sites on Fall Creek, East Fork, West Fork, <br />and Mainstem of Cross Creek. The new easements have been applied for <br />and are currently subject to U. S. Forest Service processes. <br /> <br />(x) Specify If Excess Capabilities Created By The Proposed <br />Development Will Generate Sprawl Or Strip Development; <br /> <br />The Cities of Colorado Springs and Aurora are conscious of the quality <br />of life in their communities and the importance of orderly urban develop- <br />ment. Both Cities have policies to encourage in-filling and their <br />utility service areas generally define the expected limits to development. <br /> <br />(xi) Specify Whether The Demand For This Projeet Is Associated <br />With Development Within Or Contiguous To Existing Service <br />Areas; <br /> <br />Past growth in Colorado Springs and Aurora has been created by both <br />in-fil1ing within the existing service territories and expansion of <br />service areas contiguous with existing service areas. The need for this <br />project has resulted from the expectation that both types of growth w111 <br />continue to occur. Both communities have infilling policies. Accord- <br />ingly, growth management of the population growth should encourage <br />growth within or contiguous to existing service areas. <br /> <br />(b) Water Resourees <br /> <br />(i) Describe And Indicate On Appropriate Map Relevant <br />Surface Water Bodies And Groundwater Aquifers In The <br />Area And Their Uses. Describe The Potential Effects Of <br />The Proposed Project On The Above Detailed Water Features <br />Including The Effects On Present Water Quality And Current <br />Uses; <br /> <br />Attachment 11 is a map showing the project 10cation (PIan B) and the <br />proposed tunnel and diversion sites relative to major water bodies, <br />marshes and forestry ecosystems.
