<br />I <br /> <br />I <br /> <br />PREFACE <br /> <br />I <br /> <br />I <br /> <br />This study has been performed by the Colorado Water Conservation Board with <br /> <br /> <br />monies provided by the u.s. Bureau of Reclamation, Lower Missouri Region. <br /> <br /> <br />The study was performed under the general direction of Mr. J. William <br /> <br />McDonald, Director of the Colorado Water Conservation Board. Mr. Danny C. <br /> <br /> <br />Merriman and Ms. Emilie C. AiIta of the Colorado Water Conservation Board <br /> <br />I <br /> <br />I <br /> <br />staff were responsible for the execution of the study. <br /> <br />I <br /> <br />The analyses and evaluations summarized in this final report were prepared <br />for the Colorado Water Conservation Board by Woodward-Clyde Consultants <br />under the supervision of Dr. John C. Halepaska, Project Manager and Chief <br />of the Water Resources Division, and Dr. Timothy D. Steele, Study <br />Coordinator and Chief of the Water Quality Group. This report was prepared <br />by Ms. Cassie S. Curtis, Dr. Steele, Dr. James R\ Kunkel, Woodward-Clyde <br />\ <br />Consultants, Water Resources Division, Denver, Colorado; and Dr. William B. <br />Lord and Mr. Michael Williams, Policy Sciences Associates, Boulder, <br />Colorado. The following provided earlier invaluable information: <br />Mr. Duane D.
