This study has been performed by the Colorado Water Conservation Board with

monies provided by the u.s. Bureau of Reclamation, Lower Missouri Region.

The study was performed under the general direction of Mr. J. William

McDonald, Director of the Colorado Water Conservation Board. Mr. Danny C.

The analyses and evaluations summarized in this final report were prepared
for the Colorado Water Conservation Board by Woodward-Clyde Consultants
