24

PAONIA PROJECT, COLORADO
,

area before collection of construction repayment charges. However,
approximately 2,000 acre-feet of the 6;000 acre-feet of fully useful
project water, made available to the Leroux Creek lands by exchange,
is obtained from a number of existing small reservoirs. Effective use
of this 2,000 acre-feet of project water depends on the successful opera-
. tion of these reservoirs which are now in a poor state of repair and in
need of rehabilitation. Inasmuch as the needed work can well be
handled by the Leroux Creek water users after delivery of project
water, the deferment of construction repayment charges for a period
of not more than 10 years is suggested, provided that after a 3-year
development period funds equal in amount to repayment charges .be
assessed project water users of Leroux Creek and spent on reservoir
rehabilitation work. In the event the rehabilitation work does no.t
require an expenditure of money equal to the repayment charges over
the 7 year period, repayment to the United States is to be initiated
at such time as the rehabilitation work is complete.

o
