<br />LETTERS OF SUBMITTAL <br /> <br />IX <br /> <br />It appears that this project, which has been previously authorized, <br />must be reauthorized by the Oongress for various reasons, particu- <br />larly because of the change in project facilities and design and of the <br />- increased costs. . It is, therefore, recommended that the report be <br />appropriately modified and changed to provide for the longer repay- <br />ment period and for the increased unit costs to the water users, as <br />above pointed out, and that authorization by the Oongress of the <br />project be attempted on this basis. . <br />2. Paragraph (4) of the regional director's letter reveals that there <br />is an unexpended balance ($848,470.50) of the total reimbursable funds <br />of $900,000 heretofore appropriated for the Paonia project from the <br />Reclamation Fund in the Interior Appropriation Acts of 19110 and <br />1942 available for the construction of this project. The regional <br />director recommends that this sum ($848,470.50) be authorized to <br />begin construction immediately of the works under the revised plan <br />of development described in his report. The State of Oolorado con- <br />curs and strongly urges that this recommendation be carried out. <br />In this connection, it is .recommended that reauthorization legislation <br />submitted to the Oongress for this project specifically provide that <br />the unexpended balance of money heretofore appropriated for this <br />projec~ be made available for its construction under the revised plan. <br />Respectfully submitted. <br />OOLORADO WATER OONSERVATION BOARD, <br />By JNO. SECRETARY: Reference is made to letters from the Oom- <br />missioner of the Bureau of Reclamation dated May 31 and June 3, <br />1946, to the Secretary of War and Ohief of Engineers, respectively, <br />with which there were enclosed for the information and comments of <br />the War Department copies of your proposed report on the Paonia <br />project, Oolorado. By letter dated June 18, 1946, the Ohief of <br />Engineers informed the Oommissioner of the Bureau of Reclamation <br />that the report would be promptly reviewed by the Department and <br />the Secretary of War would inform you of any comments he desired <br />to make. . <br />The report on the Paonia project" Oolorado, recommends the con- <br />struction of the Spring Oreek Dam on Muddy Oreek, a tributary to <br />the North Fork of Gunnison River, to form a reservoir having a <br />capacity of 14,000 acre-feet for supplemental irrigation of lands under <br />the Fire Mountain Oanal; the enlargement and extension of the Fire <br />Mountain Oanal, which diverts water from the North Fork Valley; <br />and the reconstruction and enlargement of the Overland Oanal which <br />diverts water from Leroux Oreek to the Redlands Mesa. The esti- <br />mated cost of the revised project as contained in the report is <br /> <br />62S53--47-2 <br />
