<br /> <br />o <br />':') <br />(''''..l <br /> <br />~ <br />. c.., <br />~ <br /> <br />EXECUTIVE SUMMARY <br /> <br />A primary goal of the Upper Gunnison-Uncompahgre Basin Study is to <br />identify methods of improving fisheries and water-based recreational <br />opportunities in order to benefit the economy of the region. Task Memorandum <br />No.4 provides background data and describes a broad range of potential <br />measures which could be undertaken throughout the study. area to improve <br />existing fisheries and whitewater sports, to provide additional public access <br />for recreation, and to provide new water-based recreation facilities. <br /> <br />The identification of fishery and recreation improvement opportunities has <br />been undertaken independently from other tasks in the Upper Gunnison- <br />Uncompahgre Basin Study in which water development components to meet future <br />municipal, industrial, and agricultural water supply needs are being <br />considered. In subsequent tasks, measures for improving fisheries and <br />recreation described in this report will be evaluated and selected measures <br />will be formulated into alternative plans with structural and non-structural <br />components intended to meet other water resource needs. Improvements intended <br />to mitigate and/or compensate for adverse impacts on environmental quality <br />which may be associated with actions proposed in other tasks of the Upper <br />Gunnison-Uncompahgre Basin Study were not considered in this task, but will be <br />considered in Task 11. <br /> <br />In this task memorandum, potential improvements are considered in four <br />catagories: fisheries, waterfowl areas, water-based recreation, and public <br />access. Typical methods for improving fisheries include management offish <br />species through stocking and control programs, management of the harvest of <br />fish with fishing regulations, and management of fish habitat.. Habitat <br />management practices addressed include; physical manipulations of the stream <br />channel or lake bottom, management of water quality and vegetation on adjacent <br />lands, and streamflow control. Methods examined for improving waterfowl areas <br />include physical habitat improvements and improvements in waterfowl <br />management. Recreation improvements include construction and rehabilitation of <br />developed recreation facilities such as campgrounds, boat ramps, parking areas, <br />and riverside park and trail systems. <br /> <br />This Task Memorandum provides. basin-wide overviews of the fishery and <br />recreation resources in the study area. Included are reviews of previous <br />fishery, water quality, and recreation studies, an overview of existing <br /> <br />-1- <br />
