RUG 17 '92 12:20

HHF

475 P06

~4(fm.nt of Qualifications
Colorado Water COhservatioD Board

AGRO Engineering and Harris Water Engineering have coordinated on
numerous projects over the past eight years, particularly the
development of the 7,600 acres of land on the ute Mountain ute
Reservation. Mr. Harris and Ms. Loveless have worked together on
public involvement programs since 1977, including the Animas-
LaPlata Project and others.

The persons who will be assigned to the various tasks, outlined in
the RFQ, are described below. The qualifications of the assigned
persons are described in the following sections and the individual
resumes are attached in the appendix.

Project Ixecutiv9 Mr. LeRoy Salazar will be the Project
Executive, responsible for administrative oversight of the
contract, allocation of adequate resources and personnel to
complete the work, and administrative activities with the CWCB.

Technical Manager - Mr. Steven Harris will be the Technical Manager
of the study. He will coordinate with the designated CWCB
representative(s), coordinate all technical activities of the AGRO
team, coordinate preparation of the necessary reports, oversee
study schedules and budgets, notify the project executive if
additional resources are required, and coordinate with the
appropriate local entities and individuals.

Bngineering Tasks - The four engineers, LeRoy Salazar, Steven
Harris, Lee wheeler, and Keith Crane will perform the work
necessary for water resources and agricultural engineering aspects.

Micro and Macro Economic and Social Tasks - Ms. Maya ter Kuile will
lead the work required to complete the tasks associated with
evaluation of the on-farm economics, and the social and economic
impacts of the various alternatives on individual farmers and the
general community. She will be assisted by David Radtke, Amy
Benner, Scott Nelson, and Kathy Loveless.

Environmental Tasks - The entire AGRO team has been involved in
environmental analysis, including assessments and impact
statements. The team members are capable of recognizing potential
environmental impacts and arranging the proper procedure to
evaluate those impacts. Regarding the Ft. Lyons study, the nature
of the environmental impacts is not presently defined1 therefore,
AGRO has not included a specific team of environmental specialists
(biolosists, archaeologists, etc.) to evaluate the impacts. AGRO
will obtain the appropriate personnel, with the concurrence of the
CWCS, once the specific impacts are identified.

2
