<br />~ <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />except by the device of imposition of stringent requirements. <br /> <br />Another important problem that remains to be solved is that of <br />allocating the available waste-loading capacity between the pre- <br />sent and future wasters. This latter problem has recently been <br /> <br />high-lighted by an application for waste discharge requirements <br /> <br /> <br />by a proposed cellophane plant that would discharge large quan- <br /> <br /> <br />tities of highly mineralized wastes into the upper Sacramento <br /> <br /> <br />River. This plant would utilize much of the present dilution <br /> <br /> <br />capacity of the river, While this industry might be located on <br /> <br />the upper Sacramento River at the present time without "pollut- <br />ing" the stream, it appears that there will be relatively little <br />remaining capacity for additional industrial plants to discharge <br />mineral wastes to this stream, It is also possible that. quality <br /> <br />requirements for future beneficial uses will require the exclu- <br />sion of or a much higher degree of treatment of the wastes from <br /> <br />this plant. The waters of the Sacramento River are an integral <br /> <br />nart of any comprehensive develonment of the water resources of <br />the State, They are now used for irrig~tion of a large portion <br />~ of the Sacramento Valley and Sacramento-San Joaquin Delta, and <br />~ supply municipal water for Sacramento and Vallejo as well as <br />other communities. They are also exported from the Delta to the <br /> <br />San Joaquin Valley and to the East Bay Area under the Central <br /> <br />Valley Project for irrigdtion, municipal and industrial purposes. <br /> <br />Under the State authorized Feather River Project, waters will be <br /> <br />used in the Feather River service area and will be exported from <br /> <br />the Delta to the San Francisco Bay area,c the southern San Joaquin <br />Valley, and as far south as San Diego County in southern Cali- <br /> <br />fornia.
