In addition, radioactive wastes may pre- <br /> <br />sent an entirely new series of problems in the near future, <br /> <br />A number of local pollution problems that existed in <br /> <br /> <br />California prior to World War II, were greatly intensified and <br /> <br />new ones created due to population increase and industrial <br /> <br />development immediately after the war. As a result of the con- <br /> <br />cern occasioned by these oroblems, a California water quality <br /> <br /> <br />control program was enacted by the Legislature at its 1949 <br /> <br />session, <br /> <br />Responsibility for the abatement of "contaminatiorr' <br /> <br /> <br />rests with the local health departments and the State Department <br /> <br /> <br />of Public Health, both of which are empowered to issue <br /> <br />-:3- <br />
