Increased diversions produce additional return flow <br />but reduce bypass and spills. <br /> <br />2. Irrigation shortages of water to project lands are <br />substantially increased. <br /> <br />3. Excess di vers i on reduces the accret i on to John Mart in <br />Reservoir inflow (compared to historical Model operation) <br />and causes a dep 1 et i on when excess di vers i on exceeds about <br />14,000 acre-feet per year. Transfer of water out of the <br />Model Ri9ht to the Joint Use account and storage of winter <br />water under the direct flow rights reduces the amount of <br />excess diversion at which a depletion occurs. <br /> <br />4. Excess diversion of above about 4,930 acre-feet will cause a <br />depletion of the inflow to John Martin Reservoir if done in <br />conjunct i on with transfers of water out of the Mode 1 Ri ght <br />and storage of winter water under the Direct Flow Decrees <br />(compared to historical model operation). <br /> <br />5. If compared to the rehabil i tated Mode 1 ope rat i on, no reason- <br />ab 1 e amount of excess di vers i on wi 11 cause a dep 1 et i on to <br />John Martin Reservoir inflow. <br /> <br />Based on the above it is clear that the District needs to establish procedures <br />to monitor headgate diversion and limit them to an amount close to the ideal <br />requirements. This would accomplish the dual purpose of eliminating any deple- <br />tion to John Martin Reservoir inflow and preventing injury to Project water <br />users due to increased shortages. <br /> <br />G. Storage of Flood Flows <br /> <br />Article III of the Operating Principles states that Trinidad Reservoir shall be <br />operated for flood control benefits in accordance with regulations prescribed by <br /> <br />45 <br />
